A tool for looking up Census blocks in New York State. Most an example code to show how you could do this at home.
Relatively few New York residents live above 1,000 ft
Only nine percent of New Yorkers live at elevations above 1,000 ft - probably even less if you were to do this at the block rather than the block group level
